Homelessness: Family about to lose their homes can avoid shelters, a London project proves

Moms or dads will often call a shelter like Rotholme to say they’re about to lose their apartment or a relationship is breaking up and they will need a place to stay… “Knowing that people contact the shelter creates an opportunity. Instead of saying, ‘Yes come down in three days or next week, what if the dialogue changed to say, ‘What can we actually do to prevent this from happening?’ ”

Proposed basic income pilot would provide monthly payments of at least $1,320

The no-strings-attached payments would be non-taxable and participants would be allowed to keep a portion of any additional income earned through employment, Segal suggests in “Finding a Better Way: A Basic Income Pilot Project for Ontario.” Participation would be voluntary and no one would be financially worse off as a result of the pilot, which would include adults between the ages of 18 and 65.

Ontario Seeking Input on Basic Income Pilot

The pilot would test whether a basic income is a more effective way of lifting people out of poverty and improving health, housing and employment outcomes. Through the consultations, Ontario is seeking input from across the province, including from people with lived experience, municipalities, experts and academics. The province will also work with Indigenous partners to tailor a culturally appropriate engagement process

Have Patience Policy Analysts, Souls are Stirring [GAI/Basic Income]

Interest in Basic Income is spreading all over the world, including Canada. A Guaranteed Annual Income (an earlier descriptor) is now federal Liberal party policy. Ontario is moving forward with a Basic Income pilot under the design of longstanding champion, retired Senator Hugh Segal… Spirits are rising. People want to shake things up. They are tired of a welfare system that keeps people poor and provides little hope and no dignity.

Something Canadians can agree on: making life better for indigenous people

… more than one in two Canadians (54 per cent) cited raising the standard of living for indigenous peoples to the same level as other Canadians… followed by ensuring that government decisions and the laws of Canada respect the legal rights of indigenous peoples (25 per cent)… regardless of their age, gender or region.

… though there are some misgivings, some 80% of Canadians think immigrants are good for the economy… Two linked factors bolster this pro-immigrant feeling. One is a matter of geography… The second is a matter of policy. Canada’s points system gives the government a way to admit only the sort of people it thinks the country needs. This ability to regulate the influx fosters public approval… Another reason why Canadians are not worried about immigration is that they feel less insecure… Poverty has fallen sharply since the mid-1990s.

Realities faced by black Canadians are a national shame

… systemic discrimination has subjected black people to racial profiling by law enforcement, soaring incarceration rates, disproportionate poverty and poor health, the over-apprehension of black children by child welfare agencies and lower graduation rates. Black women… face a rate of poverty that is almost five times higher than that of white Canadian women, and are one of the fastest-growing groups in federal prisons. Underlying these injustices, the UN Working Group has made clear, is systemic racism.

Bill Morneau is half right about precarious labour

A universal, quality, affordable child-care system would vastly improve the prospects for parents, whatever their job situation. Deliver pharmacare… Most temporary and part-time workers don’t have an employer-provided health plan and, as a result, many can’t afford to fill needed prescriptions. Fix Employment Insurance… The current system is not working for those who need it most.

Toronto’s rising murder rate is no reason to panic

Like many other largely safe cities, Toronto contains neighbourhoods beset by profound, often socially rooted problems… like many across North America, is grappling with the rising “propensity to use firearms”… The problems of crime and violence are best addressed with the community, not against it… much-needed modernization will be rooted in three principles – “trust, accountability and transparency.”

The Canadian Income Tax Act and the Concepts of Charitable Purposes and Activities

… there is merit in considering an entity’s planned or actual activities in determining its eligibility for registration, in particular with respect to two concerns: (1) mission drift; and, (2) inadvertent overstepping of bounds when an entity is constituted for purposes that are generally worded, rather than specific.. it is certainly legitimate to examine whether planned or actual activities are reasonably connected to stated purposes.
