Making parole decisions is one tough job
Most offenders will, by law, be released after serving two-thirds of their prescribed sentence. That’s called Statutory Release. To be paroled earlier you must apply to the board… staff, charged with securing, shepherding… and… saving (many) of the broken people populating our country’s prisons, stand on the front lines of society’s punitive and rehabilitative efforts, an often-underappreciated service. And board staff members were some of the hardest-working people I’ve encountered

CAS study reveals stark racial disparities for blacks, aboriginals
… aboriginal children… are 130 per cent more likely to be investigated as possible victims of child abuse or neglect… and 15 per cent more likely to have maltreatment confirmed… black children are 40 per cent more likely to be investigated for abuse or neglect… and 18 per cent more likely to have maltreatment confirmed… On average… only 2 per cent of children are removed from their home due to sexual abuse and 13 per cent for physical abuse. The rest are removed because of neglect, emotional maltreatment and exposure to violence between their parents or caregivers.

Ontario vows to overhaul child protection system
The new report, written by three government-appointed experts, describes a muddled system where the government loses track of children taken into care, has no minimum qualifications for caregivers and allows a growing number of kids “with complex special needs” to be placed in unlicensed programs… The report, called Because Young People Matter, lays responsibility for the troubled system squarely at the doorstep of the Ministry of Children and Youth Services, noting it failed to put province-wide standards and mechanisms in place to ensure children receive high-quality care.

Inmate suffering during lockdowns being used as a bargaining chip
A pair of Ontario inmates who had challenged the unrelenting practice of prison lockdowns were awarded $60,000 and $25,000 respectively; compensation for the suffering they endured after being repeatedly confined to their cells 24 hours a day for days on end. The decision is a classic example of the courts forcing reform upon a virtually unaccountable institution. Still, its after-effects have barely begun to be felt. Countless similar cases could be on the way should federal and provincial prison systems fail to change their ways.

Katelynn Sampson inquest recommendations focus on putting child first
… recommendations: – A shared intake screening service and phone number for the four child protection agencies in Toronto… Children’s aid societies change from standard business hours to 12-hour days, seven days a week. A new protocol allowing police to release their records to children’s aid societies… A single, standard compulsory training for all child protection workers and supervisors. More social workers in public schools who can work with students without parental consent.

Canadian shelters forced to turn away majority of women and children in need
The report, entitled Shelter Voices, also reveals the frequency with which women and children cross provincial borders to flee violence… 44 per cent, of shelters had received women from other provinces or territories in the past month alone… rates of violence against women have not diminished over time, and that gender-based violence remains “pervasive” in Canada… aboriginal women and those in the North are particularly affected.

CAS needs more funds, not regulation
Requiring CAS workers to register with a professional college simply allows government and agencies to pass the buck for failures in child protection services. By shifting the responsibility to individual workers, they ignore the systemic issues that are hurting children and families and put off real reforms to a vital public service that is starved for funding, resources and leadership.

Upgrading children’s aid workers’ skills makes sense
… under the planned system new recruits will have to pass eight standardized courses and a final exam during a four-month training period before they are authorized to fully perform child protection duties. Right now workers are authorized to perform all duties as soon as they are hired. As well, the association is in talks with the Ontario College of Social Workers and Social Service Workers, which regulates more than 17,400 people involved in social work, to bring Ontario’s 5,160 child protection workers under its umbrella.

We need a support strategy for seniors – regardless of location
There are a number of people who are too sick to live at home alone, many of them with dementia. With limited home-care services available and no room at the long-term-care facility, many end up, by default, in hospital… The obvious solution is more long-term-care facilities. But that is only part of the answer… There needs to be a plan, a strategy – as many groups have been demanding for years.

Province to launch programs for toddlers suspected of autism
The interventions, backed by clinical research, are part of an emerging “naturalistic” approach to treating autism that takes place in the child’s own environment while they play and during the normal course of daily life. A key part of each program is teaching parents strategies they can use immediately and in the future to help their child engage and communicate.
