Premier ponders blowing up our CAS mess
… it’s hard to fathom a system that is more discredited and dysfunctional. Conceived in the industrial age, today’s CAS system seems oblivious to the digital era. Without a secure foundation, the entire architecture of children’s aid is crumbling. Its computer system is dated and dilapidated. Too often, CAS workers fail to communicate with one another, confer with a child’s teacher, or check records of parental abuse… It’s a $1.5-billion system that not only fails to deliver value for money, but fails to value a child’s life.

Ontario should set up task force to stop human trafficking
… Premier Kathleen Wynne must act immediately to follow up on the recommendation from the authors of an all-party legislative report on sexual violence and harassment that calls for the establishment of a police task force to fight human trafficking… Though trafficking for forced sex was outlawed in the Criminal Code of Canada in 2005, it was only last year that the first pimp in Toronto was convicted under that law… because of a lack of resources and… the political will to fight human trafficking for sex.

An urgent fix is needed in Ontario children’s aid
CAS officials failed to make mandatory checks of the Ontario Child Abuse Register to examine the prior history of individuals involved with the kids… Some societies didn’t screen for the presence of domestic violence in a child’s family, or even examine their own records… A survey of closed cases that had to be reopened found almost half involved the same risk factors that led to the CAS being summoned in the first place… A thorough housecleaning is in order.

Child protection system seems built to fail
We pay for the sprawling CAS network with our tax dollars — disbursing $1.47 billion last year — and we invest our hope and trust in them. Why then have our governments historically passed on the dollars, while also passing the buck, to independent agencies that are publicly funded but privately run? … The ministry of children and youth services consistently fails to enforce compliance even when its inspectors identify obvious problems.

Funding programs reverse the ‘brain drain’
… the Canada Excellence Research Chair program created in 2000. It gives each of 24 researchers $10 million over seven years. Of the 24 chair holders, 23 are non-Canadian… Then there’s the Canada Research Chair program, also established in 2000, that invests $265 million in 2,000 positions, specifically to attract and retain top minds from around the world. The spinoff from these programs is immense.

National initiative seeks to connect youth who experienced homelessness to 180 jobs by end of 2016
HireUp — recognized as the first program of its kind — will function like Workopolis, inviting employers to post available positions on its online website. Partnering social agencies specializing in homeless youth will then submit the resumes of candidates — most of whom have no previous work experience — they feel are ready to enter the workforce. The program is aiming to help connect homeless youth to 180 full-time jobs — and a slew of part-time jobs

Are boomers really blocking the careers of the generation behind them?
… participation and employment rates for workers age 35 to 50 – roughly what we would call Gen X, the generation supposedly left to pick up whatever economic and career crumbs the boomers happened to drop – have held relatively steady for more than a decade. And far from having been pushed aside by the boomers, this group actually has much higher participation and employment levels than the boomers did at the same age

Hiring portal aims to connect once-homeless youth with job opportunities
We asked ourselves how we could best use our combined assets to help more young people find employment… The result is HireUp – Canada’s first national hiring portal that connects employers with youth-serving organizations across Canada. Through the portal, Canadian employers gain access to the skills and talents of young people who have previously spent time on the streets and have now completed job skills training programs to fully prepare them for the workplace.
