Canadian study identifies five most vulnerable groups for FASD

The study identified five high-prevalence groups: children in care; people in correctional service custody; people in special education services; people using specialized services for developmental disabilities or psychiatric care; and Indigenous populations. The study was designed to help improve prevalence estimates and predictions with an eye to better public policy, and to allow for better planning and budgeting of health care, community and social services response.

‘A Broken System’: Adoptive Families Say Child Welfare Agencies Are Failing On Fasd

In Canada, child welfare is a provincial responsibility and there is no national data on FASD among kids in care. But research published in 2014 on Alberta, Manitoba and Ontario found a prevalence rate three to four times higher than estimates for children in the general population. Broader research on child welfare systems across North America suggest the prevalence of FASD could be as high as 17 per cent… Respite options also tend to be crisis-oriented.

… with the Ford government’s decision last fall… tens of thousands of Ontario’s most vulnerable children and youth will lose the sympathetic ear — and advocacy — of several dozen staff dedicated to their well-being. These kids include First Nations children and youth, those seeking or receiving services from children’s aid societies, children’s mental health and youth criminal justice systems and those with disabilities or attending provincial schools for the deaf, blind and developmentally disabled.

There’s nothing moderate about this Ontario budget

… the cuts are large. But so, too, are the tax cuts that rob the province of billions… the government took billions of dollars from the budget. That lost revenue, plus new corporate tax breaks, will drain an average of $3.6 billion a year from provincial coffers over the next three years. That money could have stayed in vital programs; it could have reduced the deficit. It did neither… But as a public relations exercise designed to conceal bad news, the budget did its job.

Thumbs up for Ontario’s new Childcare Plan

The new Ontario Childcare Access and Relief from Expenses (CARE) tax credit, initially estimated to cost around $400 million, will incentivize thousands of stay-at-home parents (mostly mothers) to join the workforce, generating additional taxable employment income and boosting tax revenues in the long run. The credit is targeted, mostly, at low- to modest-income families, where gaps from the current childcare expense tax deduction are the greatest… The CARE refundable tax credit will fill this gap, refunding up to 75 percent of the cost.

New parental-leave benefit inches us ever closer toward gender equality

… women who take a longer maternity leave are seen as less committed to their jobs by co-workers and managers. This is a foundational fact in the chronic underrepresentation of women in upper management. Reducing mothers’ time away from work by shifting more child-care responsibilities on to fathers could play a major role in correcting this problem.

Don’t balance Ontario’s budget on the backs of vulnerable kids

First he cut a planned welfare increase in half. He ended a guaranteed annual income pilot program halfway through its mandate. Then he ditched a planned $1-an-hour increase in the minimum wage. Now his government is putting the province’s most vulnerable children in danger by putting budgetary pressures on children’s aid societies by changing up their funding formulas. So far that’s resulted in 26 child protection workers being laid off in the Brantford area.

Ford government to boost school funding by $12,300 for every child with autism who enters the system

“These supports will start, absolutely, immediately… We are making changes to school board funding so supports will be in place for this school year.” The government has come under considerable criticism from parents and school boards for the changes, which will see limited lifetime budgets for children with autism, which has led boards to anticipate an influx of students into the system when they lose their current level of therapy… Thompson said by 2021 all teachers in the public system will have training in autism spectrum disorder.

One solution to the current autism funding crisis

… parent-mediated models have been running since 2016, with regular reporting to the ministry. In many cases, parents and toddlers are making significant gains. While these particular models may not be the solution for all children and families, the resource efficiency of parent-mediated models makes this an appealing approach worthy of further investment and exploration.
