A shocking report details how Ontario’s most vulnerable youths are shuttled from child protection to the justice system

The researchers developed protocols and best practices for key players in the child protection and justice system, all designed to break the child-welfare-to-prison pipeline… [including] more reasonable bail conditions, trauma-informed training for group home caregivers, “anti-oppressive” practices, the use of restorative justice, and encouraging police to simply caution youths in care when called for an incident or send them to “diversion” programs… rather than lay charges

It’s all about tax cuts

The government is slamming the brakes on spending, yet the fiscal situation is not quickly improving. That leads us to ask, “Where is the money going?” The answer is tax cuts… Lower tax revenue includes the approved $3.4 to $4.2 billion annually as well as “unannounced tax cuts” still to come… Low- and middle-income families benefit very little, if at all, from these measures. The “more money in your pocket” jingle is simply a rhetorical trick that preys on people’s economic vulnerability.

Reforming the Child Care Expense Deduction

… a substantial proportion of lower- and middle-income Canadian families are not able to fully deduct their childcare expenses… The problem is greater in Ontario, in relation to the province’s new childcare tax credit… For the CARE credit alone, raising the claim limit from two-thirds to 100 percent of the lower-income parent’s earnings would benefit about six in 10 two-parent families earning less than $50,000.

A better way to keep kids safe

Now a new pilot program run by the Children’s Aid Society of Toronto called “Journey to Zero” will focus on early intervention in an effort to keep children in their own homes and out of care… “We shouldn’t design a system where we are raising children”… The solution? Putting much more emphasis on supporting families in need so they, not children’s aid societies, can do the job themselves.

Spotlight needed on urban Indigenous child welfare

There is a critical gap in Bill C-92 that fails to address the need for urban service providers to be involved in the federal transformation of Indigenous child and family services. According to unpublished data from the most recent Ontario Incidence Study of Reported Child Abuse and Neglect-2018, in 85 per cent of investigations conducted for First Nations children, the family resided off-reserve. Collaboration with urban service delivery experts is paramount to achieve the desired outcomes of this legislation.

Where do the major parties stand on family and child care?

Besides the rising cost of housing, child care fees are a major source of financial pain… child care often costs another rent- or mortgage-sized payment… The rates of individuals diagnosed with traumatic brain injury and autism spectrum disorder continue to edge higher… Several of the major parties have pledged to support families caring for individuals with disabilities, but to date, their promises have largely been “piecemeal,” falling far short of the concerted, large-scale efforts that are needed..

That’s exactly what research shows universal, affordable child care helps women do. Child care is the most effective way to close the wage gap, but it’s about more than that. The neutering of Doug Ford

Ford has reversed his stand on sex-ed, on a French-language university, on cuts to social services, such as a child benefit that pays for essentials like diapers and food for children in vulnerable families, on cuts to children’s aid societies and more. Ford also caved in during the last-minute contract negotiations with the 55,000 school support staffers, who had threatened to strike this week.
