Social Assistance Summaries, 2021

On average, there were over 595,000 cases (families and single adults) in Ontario’s social assistance programs during 2020-21. Over 36 per cent (217,234) were recipients of Ontario Works and 64 per cent (378,145) were recipients of the Ontario Disability Support Program… In 2020-21, on average, 7.6 per cent of people in Ontario under 65 received Ontario Works or the Ontario Disability Support Program (ODSP), which is 1 in 13.

Why we need to care about single adults living in poverty

… single adults made up more than 60 per cent of OW cases and nearly 80 per cent of ODSP cases in 2021. Together, they equal the population of Ontario’s fastest growing city… The social assistance system was intended to be an emergency system – a last resort when all else failed. Well, all else is failing. Our other social systems are not preventing single adults from living in poverty. Rather, these systems are pushing people into poverty and holding them there… our social safety net is a relic of another era, as is our notion of who needs it.

A closer look at the federal budget’s housing plan

To improve its approach to housing, we suggest that the federal government: 1. Reaffirm its recognition of the right to adequate housing as a fundamental human right and use this principle to guide policy-making. 2. Establish a cohesive housing policy narrative… 3. Examine demand-side solutions… 4. Consider other factors that can affect the implementation of more housing supply.

We can’t simply build our way out of our housing crisis

More new housing will help if it’s the kind of housing that is currently lacking, built for the people who need it most. Various studies indicate that 40 to 50 per cent of people in Canada are living paycheque-to-paycheque. That is, nearly half the population of this prosperous country are income insecure. Plans for new housing must prioritize these people.

The series will explore themes including the historical roots of the present-day realities, the challenges associated with the lack of race-based data, issues specific to Indigenous communities, lack of access to justice, as well as potential solutions and promising practices.

Rethinking education: What the pandemic teaches us about the role of schools

The incredible unfairness is that some families can provide all the things – camps, drama club, Saturday mornings at the museum – that help develop the skills and competencies that make you thrive in the world. And more and more we’re realizing, they’re it, those skills and competencies. If you don’t have those, it will be very difficult to thrive in the knowledge economy or in our modern world.

Developing a costing for a basic income is not a neutral exercise

Creating income floors for everyone in Canada is necessary and desirable, but basic income and income floor are not synonymous… Expanding and improving social assistance, increases in targeted tax credits and benefits, strengthening Employment Insurance, stronger labour standards, and investments in public services would be less costly, more effective, and have fewer negative consequences than the suggested basic income.

Ensuring the success of Ontario’s vision for social assistance transformation

The overall vision that MCCSS has laid out for service delivery transformation is encouraging. However, it is important to recognize that the vision set out in the paper can only be realized if meaningful investments are made in public services. To that end, it does not appear that the government of Ontario has a plan to enable the vision’s success. There is only so much progress and fiscal room that can be made through streamlining administrative processes.

Shaking up the systems: Fighting poverty in post-pandemic Canada

At the core of the questions raised by the NACP was the idea that we need structural change to reduce poverty in Canada… we offer a number of policy ideas that can help systematically reduce poverty… rooted in what the evidence tells us… the idea that everyone across Canada has the fundamental human right to live in dignity and participate fully in society, and it is the duty of all levels of government to respect, protect, and fulfill these rights.
