Explore idea of guaranteed minimum income, parliamentary committee says

The finance committee tabled a pre-budget report Friday that pushes for a study and pilot project on basic income, which is seen as a way to lift people out of poverty. The idea, which was not in the Liberal election platform, was among 56 recommendations in a document that encouraged the federal government to act on a broad range of subjects… The report also recommended Ottawa examine the feasibility of a universal, national, prescription drug program

Alternative Federal Budget 2016: Time To Move On

Time To Move On proves that we can fight climate change and create jobs at the same time, that we can reduce poverty and grow the economy responsibly, and that there is more than enough fiscal room to ensure that everyone can have a better future… This year’s AFB delivers a plan that would lift 1.1 million Canadians out of poverty, reduce income inequality, boost economic growth, and, at its peak, result in 520,000 new jobs, bringing Canada’s unemployment rate to 6.0%.

Designing a housing allowance program

This paper describes a series of design options for housing allowances and compares their advantages and disadvantages. The five options range from a rent supplement that provides extra funding for those with high rent, up to a housing allowance meant to pay as much as the full cost of a modest rental apartment for those with little or no income.

UN Tells Canada to Clean Up Its Act on Inequality, Social Rights

The 11-page document lists some positive developments, but overall lambastes Canada for its treatment of temporary foreign workers as well as women’s rights. It notes that Canadian women are still over-represented in part-time and low-paid work, and repeatedly cites failures regarding Indigenous people and African Canadians and the social disparities they face… Canada does not have a justice system that allows its citizen to fight for social rights.

Instead of offering free tuition for some, change when and how all students pay for university

For many students, the impact of the fees will be felt only in the years after they graduate, when it comes time to repay their student loans… Reform efforts, then, should be focused less on reducing fees — indeed, as the primary beneficiaries of higher education, students ought reasonably to bear the full cost themselves — than on changing when and how students pay them. There’s no particular reason why students should have to pay anything up front, at the time they are in school.

Ontario budget leaves Ontario’s poorest children behind

There was no money for affordable child care… There was no money for Ontario’s 47 children’s aid societies… There was a miserable 1.5-per-cent increase in social assistance rates for Ontario’s poorest families… There was no funding to alleviate the massive backlog in the province’s courts… it is hard to square Sousa’s talk about “a more compassionate Ontario” with the fact that 550,000 children in this province live in poverty.

Let’s get the basic income experiment right

Quite simply, individuals whose incomes fall below a certain threshold get topped up to a level that would meet basic needs. This streamlined approach would replace existing social assistance programs, and would provide much-needed income security for the increasing numbers of Canadians in precarious and part-time work. If designed correctly, it should also eliminate some of the perverse incentives of the “welfare wall” that institutionalize poverty in Canada.

A Basic Income For Ontario? Province Plans Pilot Project As Part Of Budget

The government of Ontario is planning to launch a pilot project to test out a guaranteed basic income. What that pilot project will look like, and what it will cost, is not yet known… Premier Kathleen Wynne said it would “work with communities, researchers and other stakeholders in 2016 to determine how best to design and implement a Basic Income pilot.” Finance Minister Charles Sousa said the province will decide whether to make a basic income permanent on the basis of that pilot project

Ontario to end clawback of child support for parents on welfare

Several options are under consideration to ensure parents who receive child support can benefit from more of this income… The change would be in place by April 2017 at the latest… While the government contemplates transforming income security, welfare and disability benefits for more than 907,000 Ontarians will rise by a modest 1.5 per cent this year… Sousa announced an additional $178 million over the next three years to increase affordable housing.
