A shocking report details how Ontario’s most vulnerable youths are shuttled from child protection to the justice system

The researchers developed protocols and best practices for key players in the child protection and justice system, all designed to break the child-welfare-to-prison pipeline… [including] more reasonable bail conditions, trauma-informed training for group home caregivers, “anti-oppressive” practices, the use of restorative justice, and encouraging police to simply caution youths in care when called for an incident or send them to “diversion” programs… rather than lay charges

The Ford government should invest in Ontario’s outmoded courts

… the failure to modernize court proceedings actually costs taxpayers money by preventing the government from “realizing potential cost savings.” … A fair court system is a pillar of democracy. But right now, Ontario’s auditor general cannot make head nor tails of how it operates. How, then, can Downey expect Ontarians to trust it — or him?

Only the Ford government could double autism funding and still not fix anything

If they had simply doubled the funding and made a few administrative tweaks to the existing program they could have had a real win on their hands, not to mention actually providing children with the care they desperately need.
But Ford… spread the existing money more thinly through childhood budgets, and made things far worse.

A better way to keep kids safe

Now a new pilot program run by the Children’s Aid Society of Toronto called “Journey to Zero” will focus on early intervention in an effort to keep children in their own homes and out of care… “We shouldn’t design a system where we are raising children”… The solution? Putting much more emphasis on supporting families in need so they, not children’s aid societies, can do the job themselves.

Some harsh lessons on the failings of eldercare from Down Under

Restorative justice lets sexual-assault survivors take back their power

Within Canada’s legal system, restorative justice has existed since 1974. It has been used primarily in cases involving young offenders and, within the past decade, has been increasingly used for sexual crimes. Prof. Wemmers says restorative justice allows victims to control their healing and take back their lives. Victims can question and get direct answers from their offenders… Victims also reported significantly higher rates of satisfaction and less post-traumatic stress.

Can legal aid be improved while its budget is slashed? Ontario’s attorney general says yes

“We’re not talking about doing more with less, we’re talking about doing things differently… how we can deliver service to more people, the vulnerable population, in a really different way… The cuts have meant that Legal Aid Ontario will generally no longer fund private criminal lawyers to handle bail hearings… As a result, duty counsel services have been reduced in other areas at courthouses.

Spotlight needed on urban Indigenous child welfare

There is a critical gap in Bill C-92 that fails to address the need for urban service providers to be involved in the federal transformation of Indigenous child and family services. According to unpublished data from the most recent Ontario Incidence Study of Reported Child Abuse and Neglect-2018, in 85 per cent of investigations conducted for First Nations children, the family resided off-reserve. Collaboration with urban service delivery experts is paramount to achieve the desired outcomes of this legislation.

More than 30 people arrested in multi-province human-trafficking investigation

From 2009 to 2016, there were 1,099 reported incidents involving a human-trafficking offence, with incidents rising steadily since 2010… The vast majority of trafficking victims are women under 25… “[The victims] are broken inside… They’ve suffered severe stress and oppression… They need therapy, counselling, individual supports… We need our governments to understand that there needs to be more investment in this.”

Ford government cancels $28-million budget cut to children’s aid societies, wants to ‘listen and learn’

For the past several years, the government has in essence clawed back money from a society’s budget to basically force administrative efficiencies, such as reducing costs by cutting overhead or sharing services with another agency. Last year, efficiency clawbacks from agencies totalled $10 million overall. This year, the budget clawback is $15 million.
