Toronto city council must fund its promise to reduce poverty
… there is a plan to reduce poverty. It was approved unanimously. It is now up to council to fund it. The question for Toronto councillors is how to pay for the poverty plan. They will plead that the cupboard is bare. But most expert commentary shows that Toronto is failing to take advantage of its revenue opportunities. Its residential property tax levels are well below those of surrounding municipalities.

Federal Budget 2016: Anti-Poverty Activists Want $3.2B For Affordable Housing
The pre-budget ask from seven groups is aimed at helping the 235,000 Canadians who experience homelessness every year, and social housing providers who are beginning to see the end of federal funding agreements signed decades ago with no new capital funding in sight… It’s an ambitious request… but… Studies suggest homelessness costs Canada $7 billion annually in services and lost opportunities.

When despair reigns, violence follows
… there are indigenous communities that are thriving, where the rates of violence, suicide and substance abuse are average or below average. What distinguishes them is what social scientists call “cultural continuity,” meaning that, collectively, people have self-determination, and, individually, a sense of belonging… In short, having control over local institutions, and a collective sense of history and culture, helps shield vulnerable members, such as young people.

How the Liberals can tackle income inequality
They can systematically close tax loopholes. Canada’s tax code is riddled with deductions credits and exemptions and allowances targeted at specific sectors of the population… They can wind down corporate subsidies that serve little public purpose… Similarly, they can phase out programs… [like] massively expanding the prison system, pouring millions into border security… They now have a chance to reallocate billions of dollars to Canada’s threadbare social safety net.

Prof’s take on teacher pay off base
David Johnson… says that we could get away with paying teachers less while maintaining similar student scores on corporate-friendly standardized tests… We can do better by addressing problem stated in Johnson’s book, Signposts of Success. Almost half the variation in schools’ results is related to the student’s socio-economic conditions… teacher incomes… have only matched inflation in the past 45 years.

It’s Payback Time for Women
… the problem is not that employers hate women and children. It’s that they make a common assumption about motherhood: It’s a lifestyle choice, not a wage-worthy job, and no one other than parents should pay for it… Actually, it’s society that’s getting a free ride on women’s unrewarded contributions to the perpetuation of the human race… The universal basic income is a necessary condition for a just society…

Canada’s less-educated youth need job opportunities, too
… there will always be some who are not interested in formal schooling after high school… Where Canada performs less well is in offering active labour market programs, such as training and job search assistance, to young people who are no longer in school and need help in making the transition to work, often because of a lack of skills… there is plenty of evidence… that, if they are well designed and implemented, they can benefit young workers who need help.
