Liberal budget goes a long way to closing native education funding gap
… almost one-third of the funding is geared to “transformation” — creating the native school boards that regulate curriculum and professional development standards… The government is also providing money to roll out Martin’s Aboriginal Education Initiative. His model pilot project in two schools had impressive results, improving literacy to provincial averages by Grade 3, using techniques pioneered in Ontario problem schools.

For Trudeau, it’s just a start, though it’s a good start
The big story of Tuesday’s milestone federal budget is Canada’s remarkably altered set of priorities. Variations on a theme of investing in people, they include cities, where more than 80 per cent of Canadians live. They include ending abysmal living conditions in aboriginal communities, which are an international disgrace. And the budget marks the return to a role for Ottawa as a major provider of social housing.

Liberals to reassess First Nations education funds after removal from last year’s ledgers
… the First Nations Control of First Nations Education Act (Bill C-33), was panned by chiefs, who said there had been inadequate consultation and that Ottawa was putting the real control in the hands of the aboriginal affairs minister. Some of the $2-billion promised by the Conservatives was spent. But the impasse left $1.25-billion on the table. That unspent money was then erased in the 2015-16 budget…

UN Tells Canada to Clean Up Its Act on Inequality, Social Rights
The 11-page document lists some positive developments, but overall lambastes Canada for its treatment of temporary foreign workers as well as women’s rights. It notes that Canadian women are still over-represented in part-time and low-paid work, and repeatedly cites failures regarding Indigenous people and African Canadians and the social disparities they face… Canada does not have a justice system that allows its citizen to fight for social rights.

Canada comes up short at UN review of human-rights issues
First, the government continues to insist that economic, social and cultural rights aren’t fully protected by the Charter, and do not need to be. That flies in the face of international law and is an affront to those individuals and communities whose rights are disregarded… Second, there was no sign of federal leadership to draw the different levels of government in Canada together in a shared model for more effective, accountable and transparent implementation of human rights obligations.

Wynne commits $100M to curb violence against indigenous women
It consists of $80 million to support children, youth and families, including hiring 220 social workers; $15.75 million for steps to prevent human trafficking; $2.32 million in police and justice reforms; $1.15 million for violence awareness and prevention; $500,000 for improved collaboration with First Nations and Ottawa, and $750,000 for better data and research to track problems.

First Nations students need more than policy advice
… the time for social reconstruction from the ground up may have arrived. Supporting traditional industries, creating sustainable employment, refurbishing housing, and embracing First Nations community-based schooling is a much better approach… More funding would be a real help, but it will take a generation to rebuild broken trust, foster cross-cultural reconciliation, and engage First Nations themselves in this vitally important work.

Ottawa must do more for Indigenous children
… the Canadian Human Rights Tribunal’s… denunciated Canada for its long-standing racial discrimination against Indigenous children… Even at the height of regional suicide epidemics we see a bureaucratic lethargy or indifference that is chilling… The tribunal may have ruled on the discriminatory application of child welfare services, but that is just one example of the systemic mean-spiritedness that runs through every department that deals with Indigenous Canadians.

The Trafficked: It’s time to end the attitude of entitlement
The issue of sex trafficking of indigenous and vulnerable women and girls is part of a broader issue of women’s inequality and violence against women. In Canada, we continue to turn a blind eye to attitudes of entitlement that allow the buying and selling of women and girls. We have an obligation to recognize the fundamental evil facts and act on them… We need to ask ourselves who is buying women and girls and end this practice, because without demand, there is no crime.
