Annual earnings exemptions urged for Ontario welfare recipients

… allowing people on welfare and disability benefits to reconcile their earnings annually, rather than monthly, would encourage them to take on more work and free up welfare workers to provide more employment support… Under the B.C. changes, monthly income reporting continues, but deductions don’t kick in until a person’s annual earnings exemption is reached… “Why do we insist on monthly reconciliation for social assistance? … It only makes an already complex system needlessly more complicated.”

Ontario should look to B.C. model for new carbon tax

… fuels are taxed according to the emissions they generate, with an accompanying – and offsetting – decrease in income tax.
The beauty of the system lies in its simplicity: It slashes pollution, costs virtually nothing, has no adverse economic effects and doesn’t target the oil and gas industry… it should permit a grown-up discussion during a federal election year.

Jack up tax rate for privileged elite

Is it right that Canada’s tax system, which is steeply progressive for those earning $11,138 to $136,270, suddenly turns flat at the top?… Two new tax brackets — the C.D. Howe Institute suggests a 32 per cent rate for those with incomes over $250,000 and a 35 per cent rate at the $400,000 mark — won’t fix Canada’s impenetrable, loophole-ridden, 2,650-page Income Tax Act. But correcting its most egregious shortcoming would be a useful start.

Two Views of a Guaranteed Annual Income

The new [Fraser Institute] report states that “eliminating work and other requirements may lead to administrative savings but also increase the risk of long-term dependency among able-bodied Canadians”… Segal disagrees… “The level of payment… I am recommending wouldn’t be sufficient to keep people comfortable. It would be sufficient to meet their basic needs, but most folks want to do better than that. There’d be no disincentives in our system to them doing that.”

The key is not just high government spending but a dedication to revenue collection that comes as close as possible to eliminating leakage in the tax system… broad tax bases… further encourages low levels of tax avoidance… Third, [is] the subsidization or public provision of goods that are complementary to working — including child care, elderly care, transportation and education– encourages a high level of labour supply.

Open 24-hour homeless shelter for women now

… women are at serious risk of sexual and physical abuse at night after other shelters and services are closed. So why isn’t there a shelter a year and a half after that shocking assault, and two years after community activists pointed to the need for one? It’s a story of incompetence and finger-pointing that must stop now. The shelter needs to be opened, immediately.

Focus a carbon-tax debate on the economy, not the environment

… a carbon tax designed to improve the economy would be good for the environment… If we do introduce a carbon tax, let us make sure it does not join the list of policies that began with good intentions and ended up with less than stellar performance, such as provincial anti-poverty policies, social-assistance systems, the employment insurance program and – do I dare add – our health care system.

1. Education… the aboriginal high school dropout rate is four times higher than the national average. Improving literacy rates, early childhood learning and skills development… / 2. a basic income plan for Canadians. It would start moving people off the costly social welfare systems to an income tax managed formula. / 3. … tax reform… Let’s improve the fairness and progressivity of our tax system, tackle tax havens and loopholes and establish a carbon tax.

Election year offers chance to put Canada on a better path

Despite the downturn in oil prices Canada stands to rack up federal budget surpluses of more than $30 billion in the next five years… Harper[‘s]… chief interest has been reducing the size and ambition of the federal government. As a result of profligate Conservative tax giveaways federal revenues are now at their lowest point in half a century as a percentage of our economic output, and the Tories have been paring spending and services to eliminate the deficit.
