“Lack of a standard model for resolving comprehensive land claims, self-government agreements, and the absence of a clear legal definition of what constitutes an ‘aboriginal right’ have resulted in complex multi-year negotiations, a significant claims backlog, and friction between aboriginal communities and the federal and provincial governments,” the cable says… dated Aug. 21, 2009.

Choices for First Nations

One solution, for instance, might be for the federal and provincial governments to provide remote First Nations with special funds (either through a one-time grant or a low-interest loan) to invest or partner with larger First Nations to pursue economic development opportunities in the south… A more radical solution would be to provide lucrative incentives for indigenous members to move out of remote communities and into places where standards of living are higher, costs of living lower, and economic opportunities more available.

End native apartheid

Children living in such squalor in non-native environments would be likely removed from their families and placed in foster care. But the grim legacy of the residential school system, and the political incorrectness of jeopardizing the maintenance of their aboriginal heritage, means native kids are left to suffer while the rest of Canada remains largely ignorant… the reality is that by leaving them in environments like Attawapiskat, we are knowingly condemning them to a cycle of poverty, abuse and neglect, a cycle that no amount of tax dollars has been able – or will be able – to break.

Paul Martin is making a difference

In 2008, he launched the Martin Aboriginal Education Initiative, a national project that offers programs designed to help lower dropout rates for aboriginal students. He has also created a fund to help aboriginal entrepreneurs start new businesses. At the same time, Martin is co-chair of the Congo Basin Forest Fund, which addresses poverty issues in a 10-nation region in Africa… He’s also taken time out in recent days to speak in support of the Occupy movement, praising it for raising awareness of the income-inequality gap.

Third World conditions — First World ignorance

When emergency situations occur, First Nations like Attawapiskat must either use the money provided for their basic needs or they must call upon the federal and provincial governments to provide financial assistance. Often they end up using their existing funding to address crisis situations in their communities, with no reimbursement from any level of government. As a result, they go into deficit… It’s not the time for finger pointing or attempting to convince the Canadian public that loads of money has already been spent on aboriginal peoples in Canada, and that accountability and transparency are the answer.

Attawapiskat exposes urgent need for native education reforms

Native education in Canada is simply a string of disasters. There’s no need here to recite again the ills of the residential schools system; its replacement – on-reserve schools funded by Ottawa and run by local band councils – haven’t done much better… But… [In NS and BC] native school boards are pooling resources, supervising on-reserve schools and overseeing a curriculum that meets provincial standards while also emphasizing native languages, culture and history.

No one is advocating that First Nations children be subjected to the cruelties of residential schools… But the reality is that by leaving them in environments like Attawapiskat, we are knowingly condemning them to a cycle of poverty, abuse and neglect, a cycle that no amount of tax dollars has been able – or will be able – to break.

A winter of aboriginal agony must lead to action

Wednesday, more than two dozen aboriginal communities in Manitoba and Northern Ontario filed a multimillion dollar lawsuit accusing the federal government of underfunding aboriginal education. “At some point you have to say enough is enough, too many of our children are not reaching their potential,” said Grand Chief Diane Kelly, who represents the 28 Anishinaabe bands that filed the suit… The enormity of the problems with First Nations across this country is gaining widespread national attention. It’s time, says Shawn Atleo, the national chief of the Assembly of First Nations, to stop lurching from crisis to crisis.

Abysmal youth vote prompts call for a remedial strategy

there were two very different subgroups of Canadian young people in the lead-up to the last election. Among the university and college set, there was an uptick in interest and enthusiasm for the campaign, Mr. Biggar said. But unemployed, and recently employed, young people were not engaged and many don’t believe their vote matters… Whether it was young people in the aboriginal or ethnic communities, the disabled, the rural youth or the unemployed, all told the Elections Canada survey that they just weren’t interested in voting.

McGuinty vows to improve First Nations schools

It is time for Ottawa to engage in an “important” conversation about “unleashing” the provincial government to help improve standards, he said. “They are not good at education. They don’t do education, we do education. And there are now international authorities who say we have the best public education system in the English-speaking world.” Ottawa must correct the funding imbalances so native kids receive the same funding as other children in Ontario schools, McGuinty added. “Let us take this on. Let us work with First Nations and develop a curriculum that speaks to their needs and aspirations”…
