Homelessness will worsen in January when the Ontario government cancels its community start-up and maintenance benefit, which provided some social assistance recipients with money to pay the rent deposit on an apartment, replace furniture infested with bedbugs or pay overdue utility bills… “People have to demand that our political leaders treat housing as a priority. If they keep loading the burden on the charitable sector, they’re going to kill it.”

One way to shorten waiting lists and improve value for money could be to give patients a choice between services provided in kind (through subsidized nursing homes or home-care agencies), or a cash grant or voucher that may be used to pay for similar services from private unsubsidized providers.

Much was revealed when Premier Dalton McGuinty’s government opted to slash funding for the poor while spending at least $230 million on the politically motivated closing of two gas-fired generating plants. The province faces a $14.4-billion deficit but, even in these cash-strapped times, there’s money for what really matters… no one in Ontario deserves help more than those who struggle, day after day, even for basic necessities.

A $21 million provincial cut to homelessness prevention funding in Toronto will make it harder for thousands of poor residents to stay out of shelters, residents and community advocates say… The cut takes effect during a period of high local unemployment and high rents, and as “social assistance rates no longer reflect even the most basic costs of living… More than 160,000 people are on the waiting list for affordable housing.

… the community start-up and maintenance benefit (CSUMB) would be cut off at the end of 2012… It’s an emergency allowance, available every two years… It enables the homeless to move into an apartment. It helps low-income tenants who can’t pay their utility bill keep the lights on; job applicants buy suitable clothes; families fumigate bedbug-infested apartments; and people facing eviction pay their rent arrears.

Social assistance today is more or less unchanged since the Harris Tories… in the mid-1990s… The current culture stresses catching people out rather than helping them out with housing, health or addiction challenges that keep them on welfare… all these years after Harris squeezed welfare, the best way to get more out of it — and secure public support — is not necessarily with more money or less, but sounder investments.

For nearly two decades, Ontario has seen the continuous erosion of social assistance benefits and a system focused on surveillance and punishment rather than dignity and support. Our province’s social assistance system fails to provide an economic safety net. It also fails to provide opportunities for all Ontarians to contribute to the long-term prosperity of our province.

We need to figure out how to build a robust system of community-based care. The home-care sector is drastically underfunded relative to its many challenges. Most important is the need to increase the supply of services in order to meet heavy demand both now and in future. Improved wages and working conditions are also essential so that the home-care sector can attract and retain good people.

While policies that can create minimum wages and some social housing are important, they do little to help the typical 38-year-old today who has debt that is more than 100 per cent of household income because of housing and tuition costs. A generation ago, the norm was around 40 per cent. So we must look to other policy mechanisms that will reduce time and income pressures as younger Canadians start jobs, careers and homes.

The provincial ombudsman’s office has assured Donna Kirsh that Ontario’s social services ministry is working to find a way to keep her 19-year-old autistic son in respite care until funding for permanent group home care is available… In the meantime, the Barrie-area respite home where Miles has been staying since Sept. 5 has reduced its $400-a-day cost by $80.
