Nearly 30 per cent of non-profits surveyed said their budgets decreased as a result of provincial changes, and another 11 per cent were still uncertain whether their budgets would be cut several months after the budget was tabled. Some agencies surveyed raised concerns about the upheaval caused by the province abruptly changing funding commitments part-way through a non-profit’s financial year.

The essays introduce the reader to a diverse ecosystem of Canadian shelters and describe some of the significant changes in ideology and approach that many shelters have undergone over the last quarter of a century… shelters are not enough to solve homelessness in Canada and the shelter of the future must move beyond basic accommodation in its efforts to address this complex issue.

… a mobile program called HealthIM, which gives police a medical checklist to assess a person’s risk level for self-harm, harm to others and an inability to care for themselves. If they decide to take the person to hospital, the information is sent ahead to a waiting triage nurse, so the medical team knows to expect them and can review the police assessment of the patient. Police can access the program from their cars or via smartphone.

The Public Health Agency of Canada recently announced it has awarded a strategic fund to Autism Ontario to launch Mental Health Matters, a mental health program for adults on the autism spectrum and their caregivers that will be delivered in partnership with CMHA Ontario, McMaster Autism Research Team (MacART), SAAAC Autism Centre and the York ASD Partnership.

… the CRA says more than 835,000 returns were filed by people who are homeless, Indigenous, newcomers, seniors or disabled. The boost is double those seen in previous years, before the Liberals increased annual spending on the “community volunteer income-tax program” to $13 million in the 2018 budget… “It’s a different program and we get to see the direct impact that we have on lifting people out of poverty.”

Many of my patients have legal needs that require expert intervention to maintain their social and medical stability… for issues ranging from family discord to accessing disability supports… Neighbourhood legal clinics… are now facing crippling funding cuts… When people are denied the ability to advocate for their legal rights, they are left with high levels of stress, in worse poverty, and in increasingly vulnerable situations. This leaves them in poorer health and puts a higher demand on the health system.

The proposed regulations to simplify the RGI rent amounts aim to reduce barriers to work and decrease administrative complexity. However, as currently outlined they would create a two-tier system that would make it harder for social assistance recipients to enter employment. To avoid this, our submission on the RGI calculation recommends the government consider disregarding social assistance payments from income for the purposes of calculating RGI rent amounts.

Ontario has pledged to invest $1 billion to help repair social housing and reduce homelessness and plans to propose new rules restricting access to housing wait-lists, including a cap on how much potential tenants can be worth financially… Housing providers will also be empowered to “turn away tenants” who have been evicted for criminal activity… to reduce crime and gang-related violence in community housing so that all residents feel safer in their home,”

“This is a matter of civil rights, and people with disabilities are being discriminated against on a daily basis in multiple ways,” Onley said… “The message is: you don’t belong here.” … Even the definition of “disability” is problematic, he said, saying AODA’s current language positions disability as a medical issue rather than one of social exclusion.
