Home-care crunch coming

We need to figure out how to build a robust system of community-based care. The home-care sector is drastically underfunded relative to its many challenges. Most important is the need to increase the supply of services in order to meet heavy demand both now and in future. Improved wages and working conditions are also essential so that the home-care sector can attract and retain good people.

For addicts, harm reduction works

Put simply — the set of policies and programs that fall under the harm reduction model aim to reduce the negative health, social and economic consequence of drug use… harm reduction does not in any way conflict with rehabilitation. Insite, for instance, is connected to a detox centre, and use of its supervised injection facilities is often the first step towards recovery.

Autistic teen Miles Kirsh: Province steps in to provide housing

The provincial ombudsman’s office has assured Donna Kirsh that Ontario’s social services ministry is working to find a way to keep her 19-year-old autistic son in respite care until funding for permanent group home care is available… In the meantime, the Barrie-area respite home where Miles has been staying since Sept. 5 has reduced its $400-a-day cost by $80.

[Despite] an additional $25 million for residential services for people in urgent need… the need has likely far exceeded the funds… “This is a provincial, system-wide problem and it is bad in all regions”… waiting lists for residential care are growing daily and many people are falling through the cracks. “Some end up in hospital, long-term care and prisons”…

Bill Blair: A police chief looking beyond the easy answers

Chief Blair offered a strikingly nuanced take on how to make troubled neighbourhoods safer… he dismissed the idea – propagated by federal and municipal politicians seeking to score law-and-order points – that the criminal justice system alone will make streets safer. As he put it: “You can’t arrest your way out of this.”… Through measures such as recruiting new officers from at-risk communities, and setting up a summer employment program for kids who live in them, Toronto’s force is already making considerable efforts.

New program helps teens adjust from jail to school

… they have been immersed in a culture of custody and they can’t leave it behind without support… While these teens have aptitude, they can be “functionally illiterate and they need wraparound services from people who speak their language… Redemption Reintegration Services… provides them with advice on housing, jobs, clothing and even has a barbershop in the office for students who can’t afford a haircut when they get out of jail… “once these kids feel they don’t belong, that’s when it starts.”

Ottawa’s cuts to young offender programs are short-sighted and costly

Prime Minister Stephen Harper’s Conservative government has slashed funding for programs that help keep young offenders out of jail and able to make something of their lives… This $36-million cut was not highlighted in the recent federal budget. It was not discussed with the agencies that provide these important services to troubled youth. Provincial ministers, who are the federal government’s partners in keeping Canada safe, were not consulted. The cut was made public last week in an announcement masquerading as good news.

Canada’s bail system is working just fine

Reasonable bail is a right guaranteed to all Canadians by our constitution… Only when release is opposed by the Crown is a bail hearing held… Since bail hearings take place shortly after arrest, and often before police investigations are complete, much that is said in a bail hearing later turns out to be false. Justices of the Peace on bail hearings have to work with limited and contradictory information; it is hardly surprising that errors are occasionally made.

Courting disaster? The long, long wait for justice in Ontario

Despite efforts by the provincial Ministry of the Attorney-General to speed up the criminal court system, which receives more than half a million charges in dozens of courthouses annually, persistent backlogs continue to fuel frustration among lawyers, judges, accused persons and members of the public. This month marks the deadline for the ministry’s four-year push to slash by 30% the average number of appearances and days required to complete a criminal case, but the latest numbers show the province has achieved barely a fraction of that goal, reducing appearances by about 6% and days by about 1%.

No more second chances for offenders in Ontario

Last year, approximately 75,000 prisoners were released into Ontario’s population. The number will climb when Prime Minister Stephen Harper’s multi-part crime bill, approved in March, is fully implemented. Approximately half of these newly released inmates will come out of jail with mental health or addiction problems. A third will be homeless. Many won’t know how to apply for welfare, cook for themselves, navigate the social service system, replace lost identity documents or manage their anger. Most won’t have the skills they need to get a job… Now the province must pay the price:
