Updates on the Ontario Health Agency

In the past few months, steps have been taken towards expanding and further prescribing the role of Ontario Health… [and] implementing Ontario Health’s mandate. These steps include new regulations under the CCA and a number of transfer orders issued by the Minister of Health (the “Minister”). This bulletin provides a summary of the recent developments.

Universal, Single-Payer Public Pharmacare in Canada: An Overview of the Proposed Model

This bulletin summarizes the key recommendations, which include implementation beginning in 2020; an ability for provinces and territories to opt in; new federal legislation and fiscal transfers to the provinces and territories; a $100 cap on annual household out of pocket spending; a national formulary covering essential medicine by 2022 and comprehensive coverage by 2027; and a dedicated process for assessment and coverage for expensive drugs for rare diseases.

Getting Connected: Digital Health and Information Sharing under Bill 74

After the first year of implementation, Ontario Health Team Candidates are expected to meet the following criteria: have a harmonized information management plan in place; increase adoption of relevant digital health tools; and
have plans in place to streamline and integrate point of service systems and use data to support patient care and population health management…  The backbone of integration will be the ability to share information.

Bill 74: Integration and Accountability in Ontario’s Health System under the Connecting Care Act, 2019

… the proposed Connecting Care Act, 2019 (the “Act”), if enacted, will: permit the Minister of Health and Long-Term Care (the “Minister”) to create new integrated care delivery systems (“ICDS”); … integrate health service providers (“HSPs”) and ICDS; and create accountability mechanisms to monitor and manage ICDS and HSPs and other persons and entities that receive government funding.
