We find ourselves in a moment of both opportunity and necessity — one demanding bold action. Governments and policymakers do not own the health-care system; they are entrusted with its stewardship. Health care belongs to all of us, and reform must empower its true owners. It must start with the expectations of Canadians (and everyone who calls Canada home) — what they expect today and what they should be able to expect in the years ahead.
This paper and the work to follow calls for the pragmatic reform and innovation needed to meet those expectations, based on our knowledge, experience and a wealth of existing research and analysis. We believe implementation of the necessary changes can and must begin immediately.
