Pharmacare and Access to Medicines in Canada: Is Bill C-64 a Step in the Right Direction?

After years of change and advancement in healthcare for Canadian citizens, Bill C-64 still might fall short of providing at adequately and fairly providing pharmacare in Canada… because of the vague language of the bill and because of the unrelentless lobbying of commercial stakeholders, these first steps can very well end up even further entrenching the current inefficient, inequitable and wasteful mishmash of drug plans that has characterized Canadian drug coverage since the 1960s.

Provinces must stand together on drug purchases

As the Council of the Federation’s own report suggests, bulk purchasing is not an option any more, it is a necessity… Every new drug in Canada should be purchased through a national bulk-purchasing agency to maximize savings for the benefit of all Canadians. In fact, the smartest path would be to establish a national drug plan with no deductible or co-insurance payment, which will ensure equity of funding and access to essential medicines for all Canadians.

Why Canadians need universal pharmacare

The main reason prescription drugs are so expensive in Canada is because of the importance of private insurers… private coverage is totally inefficient, and the administration fees are much higher for private than for public plans (8% as compared to 2%)… Public plans have the resource for pharmaco-economic assessment in order to make sure that, if a drug is reimbursed, patients will get some bang for their bucks.
