Progressive income tax is based on a theory of fairness – that the rich should pay not just more than the poor but proportionally more.
The new ideologues countered with a theory of effectiveness, arguing (albeit without any empirical evidence) that flat taxes, where rich and poor pay the same rate, would encourage more investment.
They argued that corporate taxes were redundant since corporations are owned by people. Then they argued that the people who own corporations shouldn’t be taxed either, since this would provide a disincentive to invest.

Deficits were far more serious in the ’80s and ’90s – and even those weren’t particularly dangerous.
Today, debate over the deficit has shifted from its size to its composition. Parliamentary budget officer Kevin Page estimates that a good chunk of the shortfall is structural – that is, that it will remain even after the economy improves. The federal finance department disagrees.

The expert panel on infertility and adoption reported last summer that Queen’s Park could save more than $400 million over the next decade by having its Ontario Health Insurance Program fund IVF procedures, plus an addition $300 million to $460 million over a longer period
