The poor will always be with us. It is a common refrain used to make us feel there is little we can do about the millions of Canadians who cannot afford to keep a roof over their head and food on the table.
But it’s not true, says Senator Hugh Segal, who has spent the last two years studying poverty. “You can effectively eradicate poverty,” he says. “It just takes solid public policy initiatives.”

Ontario is prepared to discuss every option to increase retirement income and broaden pension coverage, says Finance Minister Dwight Duncan – including an expansion of the Canada Pension Plan.

The minister was not prepared Monday to reveal which, if any, proposals he will champion at meetings with fellow finance ministers in Whitehorse this Thursday and Friday, however.

The usual alarm bells went off last week when provincial Auditor General Jim McCarter reported that the government had misspent $1.2 billion of taxpayers’ money on overpayments to welfare recipients.

“A new $1 billion boondoggle,” exclaimed Conservative Leader Tim Hudak, dusting off one of the vintage phrases of the Mike Harris era.

Inspired by the groundbreaking report on poverty tabled by the late Senator David Croll 38 years ago, a committee of seven senators has spent the past two years producing a new blueprint for a new century.

Their report, released Tuesday, lacks the passion and clarity of the original. But it is comprehensive, thoughtful and – for its time – courageous.

The provincial government is in the midst of “a new billion dollar boondoggle involving extravagant welfare overpayments,” according to the opposition Conservatives.

There is more political posturing than fact in this allegation, and it paints an unfair picture of the nearly 800,000 adults and children who are barely making ends meet on welfare and disability benefits.
