When Premier Dalton McGuinty announced that his government would reduce child poverty by 25 per cent, he included a gigantic escape hatch, saying it could only be done with Ottawa’s help and a growing economy. Wisely, he’s decided not to play that card.

Yesterday, McGuinty announced $400 million to increase Ontario’s child benefit for low-income families; and $600 million to match federal money to repair and build new affordable housing.

Daily headlines remind us that the economic crisis is driving down employment and wiping out private sector profits. But in the sector where I work, there are no profits to wipe out, because it’s not-for-profit.

And while fewer workers are on the job in the private sector, there seem to be more volunteers working in the field than ever before.

I was 24. I looked out that jet window to the landscape sprawling below just before I landed in my new life as a radio reporter for the CBC. It looked like Mars. A smattering of buildings on reddish earth. Not much else until my eyes met the horizon.

I flew to Frobisher Bay (now Iqaluit) in 1986 hoping to kick-start my journalism career. I lived as a minority amongst Inuit and tried to tell stories about this place to Canadians.

Most Canadians think they live in one of the fairest, most equitable countries in the industrial world. They believe their social programs are generous by international standards.

That was true until the mid-1990s. It isn’t now.
