OTTAWA — The Conservative government is threatening to walk away from its own native human-rights legislation, saying that recent amendments from the opposition are unsupportable.

Indian Affairs Minister Chuck Strahl said yesterday that new clauses inserted into government legislation could allow chiefs and council to ignore human-rights complaints by citing their community’s collective rights.

The holy trinity of issues to be avoided if you are a politician and want to stay in office are privatized health care, religion and immigration. So it is with laudable courage that the Harper government has sought to reform the Immigration and Refugee Protection Act.

Leroy Humphrey, who has the mental capacity of a 6-year-old, is in jail and frightened.

He’s had his jumpsuit torn, been kicked and has lost weight because he gives his food away to other prisoners. Mixed in with the general population of the Maplehurst Correctional Centre, the intellectually disabled 38-year-old is being teased and he longs to go back to his group home.

Shortcuts can lead to deep trouble.

That is where the Conservative government has landed with its hastily introduced, poorly explained bill to overhaul Canada’s immigration system.

By short-circuiting parliamentary debate, Immigration Minister Diane Finley has spawned a host of suspicions. By burying her legislation in a budget implementation bill, she has alienated many ethnic groups. By downplaying legitimate concerns, she has raised fears about the government’s motives.

OTTAWA — A multimillion-dollar facility for people with disabilities stands to be built in Finance Minister Jim Flaherty’s riding under a program launched in his 2007 budget.

Mr. Flaherty has already faced criticism for budget announcements that favoured a train line running through his riding of Whitby-Oshawa and fuel-efficient cars built at the General Motors plant just next door.

It was said that Canada should not allow dual citizenship, since newer ethnic groups may be misusing the right. The Stephen Harper Tories joined the chorus of protest.

The state of Canada’s children and youth is not good. Canada ranks 22nd out of 29 OECD countries for preventable childhood injuries, 27th in childhood obesity. Overall, Canada ranks only 12th out of 21 wealthy countries in the 2007 United Nations rankings of child well-being.

OTTAWA — Prime Minister Stephen Harper threw cold water yesterday on suggestions by his Labour minister that a Conservative majority government might open the Constitution to give more meaning to the recognition of Quebeckers as a nation.

“I don’t sense among the Canadian population, or the population of Quebec for that matter, any desire to engage in constitutional discussions in the near future. And the government has no plans to do that,” he told a news conference.

It is easy to understand Cameron Smith’s concerns with the jailing of the leaders of Kitchenuhmaykoosib Inninuwug and Ardoch, the result of conflicts with mining companies. There should be no doubt that the provincial government opposed jail time and in fact argued for alternatives.
