TORONTO — The federal government will allow families of people with a disability to set up tax-free savings under a new registered disability savings plan.
Finance Minister Jim Flaherty says the plan, originally proposed in the March 2007 budget, will allow parents and siblings of disabled people to accumulate money on a tax sheltered basis.
Mr. Flaherty estimates about 280,000 Canadians would be eligible to open RDSPs.

Helen Henderson is right that Ontario’s Poverty Reduction Strategy starts with children. That’s because research tells us that breaking the cycle of poverty – starting with our children – is the smartest investment we can make.
But our strategy goes much further to help more Ontarians living in poverty, including Ontarians with disabilities, reach their full potential.

Two days before Ontario announced its strategy for reducing poverty this month, a non-profit think-tank released a comprehensive study linking overall health to income in Canada.
Called Poverty Is Making Us Sick, the survey by the Toronto-based Wellesley Institute noted lack of money can and does have a “devastating” effect on physical as well as mental well-being. As reported in the Star, it also documented the positive health gains that come from every $1,000 rise in annual income.

Ontario has long had two classes of workers: Those with the benefits and legal protections that come with permanent jobs and those with the misfortune to be called temporary workers.
Queen’s Park is finally bringing relief to many of the 700,000 “temps” who are being denied access to public holidays and severance pay and are being charged fees just to get a job. Legislation introduced Tuesday would end these practices and give people hired through temp agencies many of the same rights as other workers.

Canada ranks last in the first comparison of child care services in 25 developed countries, according to the United Nations Children’s Fund.
The report card, to be released today, shows Canada failed on nine of 10 measures aimed at ensuring kids get the best start in life, including providing subsidized child care for 25 per cent of kids younger than 3 and spending 1 per cent of GDP on early childhood services.

Canada lags far behind its fellow rich nations in the care and education of its young children, according to a new study released Wednesday night by UNICEF.
Of 25 economically advanced countries, Canada has scored at the very bottom – tied with Ireland and behind most European countries, the United States, Australia and Mexico.

Temporary workers in Ontario say they no longer feel like second-class citizens now that the government has introduced legislation to stop unscrupulous employers from taking advantage of a growing segment of the workforce.
