Kristine Gavrel-McKeague and her husband, Adrian, recently faced surrendering custody of their severely disabled newborn daughter and making her a ward of the state to make sure she received the medical care she needed to live.

The Ottawa family’s tragic case is one of 24 complaints Ontario Ombudsman André Marin highlighted yesterday in the release of his annual report.

In recent years, evidence has grown that the federal government has been using Ontario the way American consumers used home equity loans – as an ATM. It has withdrawn large amounts from the province, put much less back in and done so in the false belief that it was ensuring equal access to government programs across Canada.

It’s the hidden costs that kill. We work so hard to find the deal, finding the best and the cheapest cellphone, only to learn about the system-access fee. We invest in education, making it the best and the cheapest, only to learn about student-activity fees.

My roots are in poor, white, Anglo-Protestant, rural Western Canada. I grew up in a different Canada than this one. I remember how as a child I gawked at the first dark-skinned person I ever saw. I attended one of Preston Manning’s early speeches in Ottawa as Reform party leader 20 years ago. Nearly all my friends are white Anglos. I tend to vote Conservative.

For Ontario to have the prosperous future we all want, we need all our children to have the best possible start in life. Yet, more than one quarter of our children arrive in Grade 1 significantly behind their peers, and evidence shows they never catch up.

No one’s life should be predetermined at such a young age.

Who could possibly argue against more kindergarten for our kids? Not me. You might as well denounce apple sauce and motherhood. Kindergarten is a lot of fun, not to mention a safe, convenient place for mom and dad to stash the kids while they go to work.

But is all-day kindergarten the panacea for all our social ills?

Premier Dalton McGuinty today will announce full-day learning for 4- and 5-year-olds starting next year, based on a provincial adviser’s $1 billion plan that would see elementary schools become year-round hubs for children from birth to age 12.

Judge John Murray suggests a “more generic” question for jurors: “Will you judge the evidence and apply the law as you are directed by the judge without regard to the race of the accused as required by our law?” The judge’s intention seems wholesome, however, there are several problems with such apparently neutral non-discriminatory language.
