Michael J. Prince went looking for evidence that those in positions of power give any thought at all to people with disabilities when formulating and assessing policies. He found little beyond empty words.

It took seven months and a serious change of heart. But the Ontario government is finally getting serious about protecting live-in caregivers from routine exploitation.

Many of the more than 20,000 nannies in Ontario arrive here deep in debt after paying thousands of dollars in fees to recruiters, who often lure them with phantom job offers.

Before 1915 — People in Canada from the U.K. and Commonwealth countries were British subjects. Others had to live here for five years and be of “good character” to be naturalized.

1921 — A separate status of “Canadian national” was created under the Canadian Nationals Act.

1946 — Canada passed the Canadian Citizenship Act and became the first Commonwealth country to establish its own nationality.

A report examining the social health of this city has found “startling contradictions.” On the one hand, Toronto is becoming more prosperous. But with the recession hitting immigrants harder, children experiencing higher levels of poverty, and the number of middle-class families shrinking, the poor are getting poorer.

In the next few days, Premier Dalton McGuinty will be making an announcement that could begin a revolution in education and help define his own legacy as a leader.

If the premier follows the blueprint laid out by his early learning adviser, not only will he set Ontario on a course to become one of the best places in the world to raise a child, he will up the province’s competitiveness quotient in the same breath.
