Buried in the Conservative government’s enormous Budget Implementation Act (C-10) is an obscure but significant reform – taking public-sector “pay equity” away from the Canadian Human Rights Commission and putting it into the collective bargaining process. To understand what’s going on requires knowing a little history.

Ontario has long had two classes of workers: Those with the benefits and legal protections that come with permanent jobs and those with the misfortune to be called temporary workers.

Queen’s Park is finally bringing relief to many of the 700,000 “temps” who are being denied access to public holidays and severance pay and are being charged fees just to get a job. Legislation introduced Tuesday would end these practices and give people hired through temp agencies many of the same rights as other workers.

Canada lags far behind its fellow rich nations in the care and education of its young children, according to a new study released Wednesday night by UNICEF.

Of 25 economically advanced countries, Canada has scored at the very bottom – tied with Ireland and behind most European countries, the United States, Australia and Mexico.
