Human beings are opportunistic, but they are also pragmatic. While it’s not politically correct to characterize some recipients of EI and welfare as having lapsed into a lifestyle of permanent social dependence, it happens. And it can become multi-generational.

But if the system is a mess, as Liberal Leader Michael Ignatieff and his caucus insist it is — to the point that they claim to be willing to force a federal election over their desired changes — it is a mess of the Liberals’ own making.

We know political silly season arrives when some of the worst ideas start getting serious attention. The latest is the Liberal proposal to reduce the qualification working period for Employment Insurance recipients to 360 hours before claiming 50 weeks of EI benefits (a recent extension by the Conservatives in the January 2009 budget).

In predicting a $50 billion deficit last week, Finance Minister Jim Flaherty was quick to centre-stage the role of the unemployed and his other favourite whipping boy – the autoworkers – in soaking up government funds and pushing us deeper into debt.

As layoffs multiply, the clamour for making Employment Insurance (EI) more accessible keeps on rising. But the Conservative government in Ottawa demonstrated yesterday that it is not listening.

In layoff-ravaged Oshawa, Human Resources Minister Diane Finley announced some $500 million in support for long-tenured workers who have lost their jobs and are seeking to upgrade their skills.

It’s a generous nanny-state concept. Work just eight weeks anywhere in Canada and, if terminated, the Liberals want you to collect unemployment benefits for up to 50 weeks. Graduating students with a summer job that contributes to Employment Insurance, rejoice. Start work after exams, finish in the spring and by Labour Day, 360 work hours later, you qualify for pogey.
