Because no one else is doing it, Liberal MP Gerard Kennedy and his staff of four are attempting to track the $12 billion in new infrastructure funding in the government’s January budget.

Their research is not complete, but Kennedy estimates that between 15 per cent and 25 per cent of the money has actually flowed. The rest has been promised, approved, allocated or announced – but municipalities don’t have it.

On June 17, Liberal Leader Michael Ignatieff and Prime Minister Stephen Harper agreed to form a working group that would look at reforms to employment insurance to improve fairness in eligibility requirements for Canadians laid off during this recession. Examining ways to extend EI to the self-employed was also on the agenda.

With the American right poised to derail yet another attempt to bring public health care to the United States, Canada has been dragged in for a disturbing cameo role.

By any reasonable measure, our health-care system is stellar compared to theirs, yet ours has been cast as the scary bad guy to serve as a cautionary tale to those who consider it urgent to provide health-care coverage to the 47 million Americans without it.

As analysts slice the numbers to determine the recession’s winners and losers, one often forgotten demographic, with modest aspirations, is starting to stand out. As a group, youth expect three things: that jobs will be available to them; that opportunities for further training and advancement are within reach; and that they will not be saddled with costs bequeathed by previous generations. In each regard, young Canadians are getting a raw deal.

Go to any popular restaurant on a Friday night, count the number of Audis and BMWs in a downtown parking lot or try to book tickets for the Toronto International Film Festival and you’ll wonder if the city ever really went through a recession.

But visit one of Toronto’s 160 food banks or 27 unemployed workers’ centres and you’ll see how badly the downturn has hurt – and continues to hurt – thousands of families.

Two very high-profile and lengthy municipal strikes ended recently.


We could analyze the events in Windsor and Toronto endlessly but that would not serve much purpose. A better approach is to focus on why these two employers chose to use the recession as cover to demand unfair concessions from workers, and why city workers were vilified for upholding their right to strike.
