School board management matters

When a sports team performs poorly, the coach is fired. When a new coach joins the same team and wins more games, likely the new coach is the better one.

Can we say the same thing about school board management?

Perhaps. School boards manage schools, and similar schools can perform better or worse, depending on the board.

Every summer, the School of Policy Studies at Queen’s University hosts a symposium on a timely, but difficult, social issue.

The two-day conference gives policy-makers and researchers a chance to trade information, hear from international experts, test their ideas, ask questions and engage in thoughtful debate.

Attendance typically hovers in the 100 range.

This year’s theme was The New Poverty Agenda Reshaping Policies in the 21st Century.

More than 18 months after being diagnosed with the neurological disorder, Branden reached the top of the waiting list earlier this summer and was slated to start intensive behavioural intervention (IBI) in September.

It all started in a Grade 6 classroom.

Charlie Angus, MP for the vast northern Ontario riding of Timmins-James Bay, paid a visit to St. Patrick School in Cobalt this spring to tell the students about the children of Attawapiskat, who have no school.

The Cree community has been fighting for eight years to get one. It has been promised a new school by three Indian affairs ministers. But last December, the kids’ hopes were crushed when the current minister, Chuck Strahl, cancelled the planned school.

Two weeks into the school vacation and many parents see a long hot summer stretching out in front of them, beset by cranky kids and teenage tantrums.

For some, a shorter break seems a much better idea and it turns out that education researchers agree.

Experts cite “summer learning loss” as a major problem for North American students, compared with their peers in countries with year-round schooling.

Here is a wake-up call, if ever there was one.

The 1996 Canadian census showed that 60 per of aboriginal students living on reserves did not complete high school.

The 2001 census showed no change – a 60 per cent dropout rate.

The 2006 census, released earlier this year, confirmed the dismal pattern. Six out of 10 kids living on reserves didn’t graduate from high school.

Canada has just apologized (again) to aboriginal Canadians for the residential schools system. Whatever its motivations when created, the system is widely regarded today as having been a mistake.

Market failure and child care

Let’s face it – debating whether or not governments should invest in child care is a waste of time. The fact is, they have been investing for years (albeit inadequately) and federal, provincial and territorial governments have made many public commitments about improving access to child-care services. It’s not a question of “if” but of “how much” governments should invest, and how to ensure that public funding results in measurable improvements?
