As a student at Queen’s University in Kingston, I was a constant target of racial profiling by the Kingston police force. I was constantly being followed in my car, trailed while walking home, searched, questioned, singled out and humiliated in front of my peers. My stories were met with suspicion and disbelief by friends and acquaintances. They did not believe the police would target me without just cause.

Tracking discrimination

The collection of race-based statistics remains controversial, but there are signs that Ontario is increasingly ready to accept this approach to tracking discrimination.

A wide-ranging report on youth violence, released last week, listed “the collection of race-based data in all key domains” as one of its priority recommendations. In response, Premier Dalton McGuinty has indicated he is seriously considering the idea.

A lot of people are worrying about poverty these days, and for good reason. We’re heading ill-prepared into stormy economic seas.

In 1984, at the peak of the worst labour market upheaval since the 1930s, Canadian households held 70 cents of debt for every dollar of income. Then, as now, housing took up the lion’s share, with mortgages accounting for 62 per cent of all household debt.

In its goals of a fairer, safer, better world, the report on the roots of youth violence delivered last week by Roy McMurtry and Alvin Curling was as utopian and idealistic as anything in the Gospels.

Yet in its images of the urban hell to come if prompt action is not taken, it was as chilling and contemporary as The Wire.

“The sense of nothing to lose and no way out that roils within such youth creates an ever-present danger,” it said.

Canadians like to think of themselves as more progressive and enlightened than our American neighbours when it comes to the issue of race. But are we? U. S. voters just elected their first black president, who himself has spoken eloquently about the need for black men to take responsibility for many of the problems besetting their communities. Here in Canada, on the other hand, we often seem to be stuck in a politically correct 1980s time warp.

It would be a shame if the useful and groundbreaking elements in a massive new report on youth violence commissioned by Ontario Premier Dalton McGuinty were dismissed too quickly because that report bears an unfortunate tinge of political correctness.

No dramatic, breakthrough solution to youth violence is being proposed in a new report by two former provincial cabinet ministers who spent more than a year studying the problem. But their blueprint for action is all the stronger for that. Roy McMurtry and Alvin Curling have produced a realistic plan that represents Ontario’s best chance to address the violence that is increasingly snuffing out young lives.

Ontario is at a “crossroads” over growing youth violence fuelled by poverty, racism, poor housing and troubles in the school system, says a long-awaited new report.

It makes 30 recommendations to Premier Dalton McGuinty, key among them $200 million in improved mental health care for youth to keep them on the right track.
