Ontario’s troubled Second Career retraining program remains a “tough” sell to unemployed workers despite recent changes, Premier Dalton McGuinty acknowledges.

The program designed for 20,000 laid-off workers has enrolled just 3,300 people despite the disappearance of more than 60,000 jobs in the province since November.

Canada’s employment insurance system is outdated, inequitable, stingy and at serious risk of insolvency in a protracted economic downturn.

The dilemma facing Finance Minister Jim Flaherty, should he decide to fix it, is figuring out which problem to tackle first.

He is not short of advice. Business lobbyists, union officials, municipal leaders, economists and social activists have all put forward their prescriptions in the run-up to this month’s budget.

When the economy slumps, post-secondary enrolment surges.

It has happened in every recession since statisticians began tracking the two trends. The worse the downturn, the larger the jump in applications for college and university.

The pattern makes sense. When the job market is bleak, students stay in school. When employers aren’t hiring, undergraduates continue their studies. When layoffs spread, workers return to the classroom.

But what about the more common teenage experiences of sexual harassment, homophobia and dating violence outside our schools? Is there a role for teachers to make sure our youth aren’t just respected and safe inside school walls but also prepared for what faces them in broader society? Yes, the province has answered.

An extra 30,000 underprivileged teens will have access to urgent dental care starting in the new year, thanks to the Ontario government’s anti-poverty strategy.

The Liberal government is expanding the Children in Need of Treatment program, extending the cut-off age to 18 from the current 13. Last year, the program paid for 30,890 treatments.
