Focus on the at-risk

It would be a shame if the useful and groundbreaking elements in a massive new report on youth violence commissioned by Ontario Premier Dalton McGuinty were dismissed too quickly because that report bears an unfortunate tinge of political correctness.

No dramatic, breakthrough solution to youth violence is being proposed in a new report by two former provincial cabinet ministers who spent more than a year studying the problem. But their blueprint for action is all the stronger for that. Roy McMurtry and Alvin Curling have produced a realistic plan that represents Ontario’s best chance to address the violence that is increasingly snuffing out young lives.

One of the delegates brought along a sleeping bag. He stretched it out and fell asleep whenever the proceedings bored him. Another lost his train of thought at the microphone, apologized, and said he might have to go back to his shelter for his medications. A third, clean after years of cocaine use, urged others to follow her example, but added proudly that her addiction had never impaired her sexual performance.

The province’s plan to introduce full-day learning for 4- and 5-year-olds starting in 2010 is a perfect opportunity for Ontario to turn its patchwork of child-care services into a single system run by the education ministry, says a coalition representing child-care workers and elementary school teachers.

An Ontario judge has blasted the legal profession for running up excessive, unjustified bills that cause the ruination of ordinary people.

Ruling on a long-running matrimonial case, Mr. Justice Donald S. Ferguson of the Ontario Superior Court said it illustrated much of what ails the court system – foolishly litigious clients and gouging lawyers and experts.
