Before Premier Dalton McGuinty pours billions of dollars into post-secondary education in his quest to transform Ontario into a “creativity-driven” powerhouse, there is a low-cost possibility he might want to consider.

Studies have repeatedly shown that the single most effective thing a government can do to strengthen the economy is invest in basic literacy.

In Toronto’s literary and cultural circles, she is a strong presence – the internationally respected Phyllis Grosskurth, Ph.D., Order of Canada, English professor and author of acclaimed biographies of John Addington Symonds, Havelock Ellis, Melanie Klein and Byron. She also wrote The Secret Ring: Freud’s Inner Circle and the Politics of Psychoanalysis.

Grosskurth, 83, had a stroke seven years ago.

One of the largest anti-gang initiatives the city has ever undertaken will roll out this summer, aimed at steering at-risk youths into jobs and school.

The 3 1/2-year pilot project – Ottawa will provide just under $5 million in funding – will offer intensive case management for 300 youths ages 13 to 24 from three Toronto communities where gangs are a problem: Jane and Finch, Jamestown-Rexdale and Weston-Mount Dennis.

Ontario child-care operators are fearing the worst.

With federal funding about to run out next year and no new commitments from Queen’s Park, as many as 22,000 child-care spaces could disappear – including up to 6,000 subsidized spots in Toronto.

There’s no crisis yet, municipalities say, but the lack of new money for child care in last week’s federal budget is making them nervous.

Thanks for shining the spotlight on the labour issues that lie at the heart of our broken home care system. Any solution to the shortage of home-care workers in Ontario must focus on the eradication of the unstable and unreliable system of competitive bidding in home care that diverts public dollars away from patient care and into the pockets of for-profit companies.

There’s never a shortage of ideas for spending taxpayer dollars and no doubt Finance Minister Jim Flaherty is learning that lesson in spades these days.

Minister Flaherty has reasonable criteria for stimulus to help weigh his options: timeliness, impact, appropriate size, limited duration and contribution to long term goals.

But which stimulus options will achieve the greatest return on investment (ROI)?
