Live-in caregivers, or nannies, are among the most vulnerable workers in society. They are preyed upon by recruiting agencies that charge extortionate placement fees, exploit loopholes in federal laws and the virtual absence of provincial regulation, and play bait-and-switch games by holding out the prospect of secure jobs that mysteriously vaporize when the poorly paid foreign workers arrive in Canada.

Last week’s provincial budget covered a lot of ground with a harmonized sales tax to boost business and enhanced child benefits and tax credits for low-income families. But the $109 billion budget still didn’t manage to meet all the needs of a province seeking to reduce poverty and create jobs.

When Premier Dalton McGuinty announced that his government would reduce child poverty by 25 per cent, he included a gigantic escape hatch, saying it could only be done with Ottawa’s help and a growing economy. Wisely, he’s decided not to play that card.

Yesterday, McGuinty announced $400 million to increase Ontario’s child benefit for low-income families; and $600 million to match federal money to repair and build new affordable housing.

TIMMINS – The last time Marcia Martel saw her mother at home, it was late summer and she was a chubby little Indian kid of 4. She doesn’t remember much because she was crying and clutching the tall grass as strange people pulled her away. She was scared of the police and didn’t understand why she was being taken from Beaverhouse First Nation on Lake Misema in northeastern Ontario.
