Parents have no constitutional right to teach their children to hate or kill. A Winnipeg parental-rights case involving a 7-year-old girl who believes that killing black people is the right thing to do appears to be a case of severe emotional abuse, and nothing in the Canadian Constitution gives parents licence to abuse their children.

Economist Claire de Oliveira thinks children growing up in poverty could use some old-fashioned paternalism.

She has just written a paper for the C.D. Howe Research Institute urging policy-makers to shift their emphasis from raising the incomes of poor families to providing disadvantaged children with child care, school breakfasts and lunches and access to medical professionals.

Twenty-six of the missing aboriginal women turned up dead on Robert Pickton’s pig farm. The bodies of 321 others were found under bridges, in rooming houses, on rural roads, in their apartments. The remaining 173 are unaccounted for.

This is one of the saddest – and most neglected – stories in Canada.

More than 500 aboriginal women have disappeared since 1970. Most were younger than 30.

The provincial government has come through with $18 million to save 8,500 daycare spaces that were about to close because of expiring federal funding. That is good news.

But as welcome as Tuesday’s announcement is, the problem has not been solved. The provincial funding is only a reprieve, not a long term solution. And it just maintains the existing number of affordable child care spaces when what is needed is a dramatic expansion, with 15,000 families in Toronto alone on the wait list.

Who is going to care for Canada’s rapidly aging population?

It is far from clear. In a stark report released last month, a special senate committee warns that the average age of a registered nurse in Canada is close to 50. And, while we have less than a third of the required doctors who specialize in clinical care of the elderly, there are only a handful of new geriatricians in training.
