Two months ago, Premier Dalton McGuinty’s early learning adviser proposed a future where our schools operate as community hubs for families, with 4- and 5-year-olds benefiting from a full day of learning.
Yet, even before the government has committed to fully implementing this welcome vision, elementary teachers are out to make it so expensive that it is unlikely the government could ever afford it.

People don’t like to see a school close in their community. But to ensure high quality education for students in this era of declining enrolment, some schools must.

Over the last seven years, 90,000 fewer children have enroled in Ontario public schools, and the trend is continuing with 56,000 fewer students expected over the next four years. That is the equivalent of hundreds of empty schools across the province.

Canada’s daycare record is abysmal, and no matter what the federal government tries to claim, parents know it.

Canada was tied for last among developed countries for providing affordable and quality daycare in a UN report. Ontario recently had to come up with $18 million to save daycare spaces that were about to close because federal funding had expired. Toronto alone has 15,000 families on a waiting list for a daycare space they can afford.

Toronto waiter Anthony Clarke is a model tenant. For 15 years he has paid his rent on time, kept his College St. apartment clean and respected his neighbours.

But since 2001, his landlord has hit him with a flurry of eviction notices Clarke says are aimed at replacing him with a new tenant who will pay more rent in the trendy west-Toronto neighbourhood.

United Church minister Matt Gallinger wants what every other new parent does – to raise his baby girl at home.

But this common desire may be out of reach for Gallinger and his wife, Ioulia. During delivery, Ioulia’s uterus suddenly ruptured, a life-threatening occurrence for mother and daughter.

Imagine pockets of cities where so many residents are in jail and prison, and for so long, that by the time they are released their incarceration will have cost more than $15 million. Imagine these people being released and returning home to the same place and conditions where the trouble began and, within two years, 4 in 10 are back behind bars.

It is a costly human migration pattern, and it is real.

Twenty minutes isn’t much. Time for a coffee break maybe. Or, as an Ontario Legislature committee learned on its recent travels, time enough to hear the story of a family.

It was a mid-week morning in the conference room of a Kingston hotel. The select committee on mental health and addictions was taking submissions. Paul and Denise Finn were next up.
