An Ontario judge has blasted the legal profession for running up excessive, unjustified bills that cause the ruination of ordinary people.

Ruling on a long-running matrimonial case, Mr. Justice Donald S. Ferguson of the Ontario Superior Court said it illustrated much of what ails the court system – foolishly litigious clients and gouging lawyers and experts.

The prayers of cash-strapped cities and towns have been answered – in part.

Ontario signed an agreement with 445 municipalities yesterday to pick up gradually the $1.5 billion annual tab for welfare and court security by 2018.

When Phill Hozer opens his December welfare cheque, he’ll get an extra $5 to spend on basic needs including food, clothing, phone and transportation.

The extra $7 he’ll get for shelter will go directly toward his subsidized apartment in Parkdale.

Twenty years after a provincial task force recommended major increases to welfare, Ontario’s most destitute residents are finally seeing the money, or at least some of it.

Patience may be a virtue in morality tales, bear markets and homes with teenagers, but in the fight against poverty, it is usually a mistake.

Governments can always find a reason that those in need should wait: a budgetary deficit, a campaign commitment that must be kept, an unforeseen call on the public purse, a lack of proper benchmarks and indicators.

But the longer the poor wait, the greater the likelihood the cupboard will be bare when it is their turn.

Premier Dalton McGuinty’s promised plan to cut poverty should become law to ensure Queen’s Park remains focused on the problem, activists say.

The law, they say, should include a citizen’s advisory committee and annual reporting so the public can monitor the government’s progress.
