For the first time since the Great Depression, Canada is heading into a serious recession with one of its economic stabilizers badly broken.

Stabilizers are government programs that work automatically to moderate swings in the economic cycle. The three main ones are employment insurance, which provides a cushion for people who lose their jobs; welfare, which keeps people from hitting rock bottom; and income taxes, which decrease when people’s earnings shrink.

OTTAWA AND TORONTO — Ottawa and the provinces are cobbling together an agreement to spend more money to retrain unemployed Canadians as the country braces for sobering news today about the national jobless rate, and some hard-hit provinces are seeking changes to the employment insurance program in next month’s budget.

MONTREAL — The worst economic crisis of a lifetime? Maybe if you were born in 1992.

Job numbers out Friday – showing a jump in the national unemployment rate to 6.6 per cent – confirm that Canada has followed the United States into a recession. But the odds are that workers here will come through the downturn of 2009 with far fewer scrapes and bruises than they did during the two previous recessions. They’ll also – for a change – fare markedly better than their American counterparts.

As the Jan. 27 federal budget draws nearer, Finance Minister Jim Flaherty appears to be reverting to his neo-conservative roots. In recent days, he has been making noises about putting tax cuts in the budget in order to leave “more money in peoples’ pockets so that they spend it, so that they help strengthen the economy.”

There are two problems with this approach to the economic crisis.

Difficult economic times can be hard on families, particular those already under stress. So, understandably, child welfare workers are concerned about the days ahead.

When children must be taken into custody, the best place for them is in the family-like setting of a caring foster home. Sadly, too few kids in the GTA get that chance because children’s aid societies don’t have nearly enough foster families to meet the need.

Canadian chief executives received a whopping average pay rise of 22% in 2007 as the economy thundered along, a report has found. But with the economy sinking into recession, the country’s CEOs are not expected to see a repeat of such gains in 2008.

A survey of Canada’s 100 highest paid CEOs by the Canadian Centre for Policy Alternatives found the total earnings of those 100 workers reached $1-billion for the first time in 2007.
