Discussion about what should be in the upcomingfederalbudget has focused almost exclusively on how tax cuts, infrastructure spending and direct cash infusions for troubled industries can revive the country’s sputtering economy. As such, it seems all but inevitable that billions of dollars will be showered on groups and regions to create jobs and revive consumer spending — all with the aim of getting Canada’s GDP back in the black.

OTTAWA — Canadians should expect at least half a decade of federal government deficits, the country’s parliamentary budget watchdog says, as Ottawa readies a massive stimulus package to tackle the economic downturn.

The Harper Conservatives, who promised during the 2008 election campaign never to run a deficit, are now saying they will run temporary deficits to bail out the economy. They pledge to plot a course for returning to balanced budgets.

Canada’s employment insurance system is outdated, inequitable, stingy and at serious risk of insolvency in a protracted economic downturn.

The dilemma facing Finance Minister Jim Flaherty, should he decide to fix it, is figuring out which problem to tackle first.

He is not short of advice. Business lobbyists, union officials, municipal leaders, economists and social activists have all put forward their prescriptions in the run-up to this month’s budget.

Not only is this response yesterday’s news, it is the wrong answer for today’s problems.

Having a little problem with d)? Rephrase it then to “the right to communicate.” Still a problem? It isn’t south of the border.
