TORONTO – Sleep easier tonight.

With national crime rates at a 30-year low, Canada might feel like a safer place to live, experts say.

A drop in property offences such as break-ins and motor-vehicle thefts last year helped fuel the downward trend, according to 2007 data released by Statistics Canada Thursday.

But the violent crime rate for offences such as homicide, sexual assault and robbery also fell three per cent, hitting its lowest point since 1989.

Two weeks into the school vacation and many parents see a long hot summer stretching out in front of them, beset by cranky kids and teenage tantrums.

For some, a shorter break seems a much better idea and it turns out that education researchers agree.

Experts cite “summer learning loss” as a major problem for North American students, compared with their peers in countries with year-round schooling.

Elderly residents of a fast-growing private nursing home chain lived with substandard care and dirty conditions for years while health ministry inspectors hit the homes with hundreds of violations, according to government documents.

Provincial inspection reports describe Leisureworld residents living with untreated pressure ulcers, lax infection control, improper use of restraints, meagre food portions and, in a few cases, accidents that left them with head injuries or broken bones.

Let’s face it – debating whether or not governments should invest in child care is a waste of time. The fact is, they have been investing for years (albeit inadequately) and federal, provincial and territorial governments have made many public commitments about improving access to child-care services. It’s not a question of “if” but of “how much” governments should invest, and how to ensure that public funding results in measurable improvements?

Ottawa–Reducing child poverty will benefit the health of all Canadians, the country’s chief public health officer recommended in his first annual report on the physical and mental well-being of the population.

“Every dollar spent in ensuring a healthy start in the early years will reduce the long-term costs associated with health care, addictions, crime, unemployment and welfare,” Dr. David Butler-Jones wrote in his report on the state of public health in Canada.

Re:Cut black dropout rate to 15%, schools told – June 18

The response by the Toronto District School Board to the appallingly high dropout rate among black students falls very short of the mark in addressing the factors that contribute to that 40 per cent rate.

It is estimated that between 20 and 25 per cent of children attending schools in our community do so without benefit of either breakfast or lunch. It has long been known that children learn much better when they are not hungry.

OTTAWA–The longing for a simple, affordable plan to reduce poverty runs deep.

It has propelled the idea of a guaranteed annual income onto the national agenda no fewer than five times since the 1970s. But no proposal has ever had enough momentum to overcome the political and practical barriers that stand in the way of implementation.
